Fund of relief projects completed amounts to 73% of the total 310 Million USD Donations——Summary of the Donation Allocation at the 2nd Anniversary of the Lushan Earthquake

As of April 20th, 2015, according to the online public information and data disclosed by Chinese foundations, the China Foundation Center (www.foundationcenter.org.cn), a platform for foundations information disclosure, draws the conclusion that there have been 339 foundations[ Chinese foundations are divided into two types, public and private. The public foundations are endorsed to raise fund from the public, while the private foundations are not.] participated in the emergency aid and disaster relief for the Lushan Earthquake. All these 339 foundations have received about 310 Million USD from the whole society; for the distribution, over 226 million USD has been allocated to projects, which accounts for 73% of the total donation. Among these foundations, the China Foundation for Poverty Alleviation implemented projects upwards of 30 million USD, the One Foundation 24 million USD, and the China Women's Development Foundation 23 million USD. The total donation allocated is increased from 39% of the previous year to 73% of this year.

 

1. 339 foundations disclosed the information of donation allocation, which number was 219 of the previous year.

According to the updated statistics by China Foundation Center (CFC for short), there have been 339 foundations participated in the emergency aid and disaster relief for the Lushan Earthquake. Compared with the previous year, additional 120 foundations joined to disclose the donation allocation. After the strike of the Lushan Earthquake, the Ministry of Civil Affairs clearly regulated that charity organizations should disclose the information of the donation and allocation in details according to the Lushan 7.0 Earthquake Relief Donation Announcement and China Charity Alliance's Emergency Initiative to Mobilize Members and the Community Lushan Earthquake Relief. Then CFC established the "Chinese Foundations' 4•20 Self-regulation Alliance for Disaster Relief (SRA)" in collaboration with the 42 influential Chinese foundations. All members of this alliance formed the Pact of Chinese Foundations' 4•20 Self-regulation Alliance for Disaster Relief and committed to disclose information initially. At the end of 2014, in the executive meeting of State Council, Prime Minister Keqiang Li further claimed to promote the glass transparent pocket of non-profit organizations. The Chinese government and the public charity sector both attached greater importance to information disclosure and donation transparency.

2. 339 foundations have allocated over 226 million USD, which amounts to 73% of the total donations. 

According to the updated statistics by CFC, there have been 339 foundations participated in the emergency aid and disaster relief for the Lushan Earthquake, which amounts to 11% of the Chinese foundations[ By the end of March, 2013, there are 3076 foundations in China.]. These 339 foundations raised donations of 310 million USD and as of April. 20th 2015, these foundations have allocated more than 226 million USD to projects for the emergency aid and disaster relief, which amounts to 73% of the total donations.

3. Foundations allocated over 110 million USD for the Lushan Earthquake in the 2nd year.

According to the updated statistics by CFC, in the period of reconstruction, the speed of project fund implementation is faster than the previous year.

4. 83% foundations have allocated all the donations they raised to projects.

According to the updated statistics by CFC, 280 foundations have allocated the donations of 64 million USD they raised to projects. The 280 foundations amounts to 83% of all the foundations participated in the emergency aid and disaster relief. The 64 million USD amounts to 21% of all the donations for Lushan Earthquake. The average donation amount is 229 thousand USD for these 280 foundations. The other 59 foundations still have donations to be allocated. In total, these 59 foundations raised 246 million USD with an average amount of 4.2 million USD.

5. The top 3 provinces with the highest number of foundations participated in the emergency aid and disaster relief are Beijing, Guangdong and Sichuan.

According to the updated statistics by CFC, 339 foundations are from 30 provinces around China. The top 3 provinces with the highest number of foundations participated in the emergency aid and disaster relief are Beijing (70), Guangdong (57) and Sichuan (36). As for the amount of donations allocated, the top three highest are Beijing (94 million USD), Guangdong (24 million USD) and Sichuan (22 million USD).

6. The top 10 public foundations have allocated 143 million USD which accounts for 63% of the total allocation.

According to the updated statistics by CFC, the public foundations are the leading force in the emergency aid and disaster relief for the Lushan Earthquake. There are 136 public foundations, among the total 339 foundations, raising about 270 million USD which accounts for 87% of the whole donations. These 136 public foundations have allocated 181 million USD which accounts for 80% of the total allocation. The top 10 public foundations have allocated 143 million USD that accounts for 63% of the total allocation.

7. 1% donations has been allocated to support NGOs to help the emergency aid and disaster relief.

According to the updated statistics by CFC, among the disclosed information of the 226 million USD allocation, the receiving organizations for 82 million USD could be identified, namely 33 million to government (about 14%), 30 million to other foundations (13%), 13 million to the charity federation (6%), over 3 million to the Red Cross (2%) and nearly 3 million to NGOs (1%).

8. The usage of 193 million USD donations (86% of the total allocation) has been completely disclosed.

According to the updated statistics by CFC, among the total allocation of 226 million USD, the use of 193 million donations (86% of the total allocation) has been clearly disclosed. However, the use of the rest 33 million USD was not disclosed.

9. 106 million USD donations has been allocated for infrastructure construction, which accounts for the highest percentage of the donations.

According to the updated statistics by CFC, the use of 193 million USD donations have been disclosed including 106 million USD for infrastructure construction such as schools, hospitals, nursing houses, transportation, community centers and the temporary houses, 58 million USD for relief materials such as rice, cooking oil, cooking tools, waterproof cloths, quilts and folding beds, 15 million USD for local economy development such as micro-finance and eco-agriculture, 4 million USD for student scholarship and grants, 3 million for education on disaster preparedness and disaster reduction.
