The Foundation Self-Regulation Declaration of 2008 in China was in development for more than 20 years through t-
hree periods: awareness of the importance of self-regulation, connecting foundations interested in self-regulation, and collaboration to realize self-regulation.

The "Measures for the Information Disclosure of Foundations" passed by the Ministry of Civil Affairs in 2006 requires all the foundations in China to disclose organizational information. According to Article 3 of the regulation, all foundations must ensure that donors and the public can conveniently refer to or copy the disclosed information; Article 4 of the regul-
ation requires that the foundations disclosed information must include an annual report of donors, activities and grants (like the 990PF form in US).

CFC is an independent non-governmental information disclosure platform of foundations, and a historic milestone in the philanthropic development in China.
